The Rules


FIREARMS PURCHASE REQUIREMENTS
 

In California, all firearms purchases and transfers, including private party transactions and sales at gun shows, must be made through a licensed dealer under the Dealer Record of Sale (DROS) process.

California imposes a 10-day waiting period before a firearm can be released to a buyer or transferee. During that period, the firearm is kept in our Secure Gun Room.

Long guns -- 6 steps

1. Purchaser must be 18 years of age.

2. Purchaser must fill out a Federal Form 4473.

3. Purchaser must pass a CA DOJ background check.

4. Purchaser must have a valid Firearms Safety Certificate (FSC) as well as successfully perform a Safe Handling demonstration with the purchased firearm.

5. Purchaser must be a California resident with a valid California Identification Card (CID) or Drivers License (CDL)*.

*Military Identification Cards can be accepted in place of CID or CDL if accompanied by permanent duty station orders indicating a posting in California.

6. Purchaser must have accurate proof of residence.
Note: If CID or CDL do not show the current correct residence, a government issued document (by Federal, State, or Local Government) with current residence must be supplied.  Example: vehicle registration, property taxes, jury summons, DMV print-out of driving record.

Handguns -- 7 steps

1. Purchaser must be 21 years of age.

2. Purchaser must fill out a Federal Form 4473.

3. Purchaser must pass a CA DOJ background check.

4. Purchaser must have a valid Firearms Safety Certificate (FSC) as well as successfully perform a Safe Handling demonstration with the purchased firearm.

5. Purchaser must be a California resident with a valid Calfornia Identification Card (CID) or Drivers License (CDL)*.

*Military Identification Cards can be accepted in place of CID or CDL if accompanied by permanent duty station orders indicating a posting in California.

6. Purchaser must have accurate proof of residence.
Note: If CID or CDL do not show the current correct residence, a government issued document (by Federal, State, or Local Government) with current residence must be supplied. Example: vehicle registration, property taxes, jury summons, DMV print-out of driving record.

7. The purchaser of a handgun is required, by California, to present a second proof of California residency besides the CID or CDL.

This second proof of residency (as far as California law is concerned) can be a utility bill, residential lease or property deed, or vehicle or vessel registration.  (Bank statements and Passports are NOT acceptable proof of residence.)

The information on the second proof of residence must match the address shown on the 4473.

Firearms Safety Certificate (FSC)

We administer this Test for the state stipulated fee: $25

Must be renewed every 5 years to purchase firearms (both handguns and long guns) in California.

Some Individuals are exempt from the FSC, as listed in paragraph 12807 of article 8: Handgun Safety Certificate. Everybody who was exempt from the HSC (Handgun Safety Certificate) is still exempt from the FSC.

People who hold a valid HSC may continue to use it until it expires but for handguns only. To purchase a long gun they must obtain an FSC.

Handgun 30-Day Limitation

You can buy only one NEW handgun every 30 days in California.

Pre-owned ("used") handguns are exempt from this restriction, which means most Private Party Transfers are also exempt.

However, the handgun must have been owned and used in the state of California. As soon as you bring a handgun in from out of state, it's effectively a "new" gun.

Citizenship

US citizenship is NOT required in order to purchase a firearm in the US.

However, any purchaser who is not a U.S. Citizen is required to show that he or she is legally within the United States by providing the firearms dealer with documentation that contains his/her Alien Registration Number ("greencard") or I-94 Number (visa #). People with an I-94 number also need to provide a copy of a valid Hunting License. (The Hunting License can be issued by any State or a Native American Tribe.)

Roster vs. Law Enforcement Only

The California Roster of Handguns Certified for Sale is a list of handguns that we, as a licensed gunshop, are allowed to sell to any qualified purchaser.

Handguns not listed in the Roster may be purchased by qualified Law Enforcement personnel. You will see these in our store, marked LE ONLY.

There are also a number of exemptions to the list itself, such as

single action revolvers
Olympic target pistols
single shot pistols

We are allowed to sell these roster exempt handguns -- as long as they are still in legal configuration -- to any qualified purchaser.

You can no longer convert guns to Single Shot Exemption status (SSE).

The roster list changes often. You can check it for yourself. (There are currently about 800 handguns allowed, down from the almost 4000 handguns approved 11 years ago.)

DEALER TRANSFERS

Dealer Transfers - Incoming

Found that one of a kind firearm on an auction site? Found a distributor with a firearm you want, but they'll only ship to qualified FFL holders? Need a firearm transferred in from out of state or even another city inside California? We can help you here, by being your receiving dealer.

All firearms purchases and transfers, including private party transactions and sales at gun shows, must be made through a licensed dealer under the Dealer Record of Sale (DROS) process.

California imposes a 10-day waiting period before a firearm can be released to a buyer or transferee. During that period, the firearm is kept in our Secure Gun Room.

The charge is $125 per incoming firearm, + the California DROS fee ($25) + Sales Tax at the current rate.  (As of January, 2018, our Sales Tax is 9.5%.)

We already have our FFL on file with several distributors and dealers, and it's just a matter of a phone call and fax (or occasionally a letter) to establish that with any other shipper you're trading through.

Come in, give us the required info, pay the fees, and we'll help make it happen.

All paperwork must be complete, however, before we do the transfer, and if for any reason beyond our control the gun doesn't arrive, fees are non-refundable.

It is the purchaser's responsibility to make sure the firearm conforms to California laws. In the case of a handgun, it must be listed on (or exempt from) the Roster of Handguns Certified for Sale in California.

Dealer Transfers - Outgoing

If you need to ship a firearm out of state, or to even another city within California, simply bring in the firearm as well as the information for the FFL that we are shipping it to and we will box it up and send it out.

We ship ONLY to FFL holders and must receive a copy of their license.

The charge is $75 per gun, shipping included, insurance extra (4%).

Handguns are shipped Priority Mail (3 to 5 days typical delivery).

It's important to bring in the factory container for the gun whenever one is available, especially for long guns.

Import - Export

Gunrunners is experienced in shipping firearms worldwide.

We are licensed as an Importer with the BATF and Department of State.

 

FFL Note

Gunrunners ships firearms ONLY to holders of Federal Firearms Licenses in the USA, and comparably licensed persons or entities in other countries.

We do not release our signed FFL's to the general public.

Private Party Transfers

A Private Party Transfer (PPT) is any firearms transaction between two private parties

Private Party Transfers are not transactions between a private party and Gunrunners, nor between Gunrunners and any other in-state or out-of-state dealer.

Handguns sold via Private Party Transfer are not subject to the California Roster of Handguns Certified for Sale, nor do they count against the one handgun every thirty days restriction.

All firearms purchases and transfers, including private party transactions and sales at gun shows, must be made through a licensed dealer under the Dealer Record of Sale (DROS) process.

California imposes a 10-day waiting period before a firearm can be released to a buyer or transferee. During that period, the firearm is kept in our Secure Gun Room.

The Private Party Transfer must be conducted with both parties being present at the same time, either at our store location or at our booth at one of the gun shows.

Both parties must be California residents.

Acceptable proof of residency is a valid Calfornia Identification Card (CID) or Drivers License (CDL)*
plus a second document, which can be a utility bill, residential lease or property deed, or vehicle or vessel registration. (Bank statements and Passports are NOT acceptable proof of residence.)

The information on the proof of residence must match that on the CDL or CID.

*Military Identification Cards can be accepted in place of CID or CDL if accompanied by permanent duty station orders indicating a posting in California.

The charge is $35 per gun, including the DROS fee ($25).

Used Guns - Sales & Trades
& Consignment Sales

Want to sell a gun but don't have time or don't know how?  Want a new gun but don't have the funds?

We purchase used firearms, as well as take firearms in trade for new guns.

Just bring in your (unloaded) firearm and we'll work out a price.

Want to get more exposure for a firearm that you have had for sale?

Place it on consignment!

You set the price and our consignment fee is 25% of the sale price or $125, whichever is higher.

Gunrunners has extensive experience in retrieving firearms and accessories from local and state Law Enforcement agencies. Gunrunners will deal with the appropriate agency on your behalf to retrieve your property and subsequently either store or sell it on your behalf, dependent on your legal circumstances.

RESPONSIBILITY


Firearms are dangerous.

In doing business with Gunrunners, you agree to the following:

1. YOU are responsible for checking and complying with all firearms LAWS in your area.

2. YOU will follow all manufacturer SAFETY instructions and  use the firearms in a safe manner, in an approved area, for legal purposes only.

3. YOU take on the responsibility for the legality of a specific ITEM when you purchase it.

4. YOU will NOTIFY us immediately if you have any concerns about the legality of any product you have ordered from or through Gunrunners.

5. YOU must be of legal AGE to own any items you order.

6. YOU must be at least 18 years of age to purchase ANY item from Gunrunners. Gunrunners may request a copy of your state identification before shipping your order.

STOCK AVAILIBILITY

We honor orders on a first come first served basis. If there is any conflict, then highest priority goes to the first order fully paid for (credit card information counts).

If we run out of stock, we will cancel your order and refund your money.

When you place an order with us we set your items aside with your name on them.

We make every reasonable effort to be fair. Our reputation depends on it!

RISK OF LOSS

The risk of loss and title for shipped items passes to you, the purchaser, upon our delivery of the items to the carrier.

PRODUCT DESCRIPTIONS

Gunrunners attempts to be as accurate as possible, but we do not warrant that product descriptions or other content of this site are accurate, complete, reliable, current, or error-free.

If a product offered by Gunrunners is not as described, your sole remedy is to return it in unused condition.

We will make every reasonable effort to be fair. Our reputation depends on it!

ONLINE PRICE & DESCRIPTION ERRORS

Our online inventory changes often.

We do not guarantee that titles, descriptions or pictures on our site are error-free.

We reserve the right to refuse any order including but not limited to orders for items with errors in the description or price.

In the event that we cancel an order we will not charge the customer's credit card or we will return the money.

If an item's description contains a significant error such as incorrect price, we will not process the order without first contacting the customer.

If an order is mistakenly shipped, we may advise the customer to return the item in an unopened condition and we will not bill the customer.

By placing an order, the customer agrees that Gunrunners will be the final arbiter of discrepancies in the online catalog.

ELECTRONIC COMMUNICATIONS

When you visit Gunrunners website or send e-mails to us, you are communicating with us electronically. You consent to receive communications from us electronically.
